The following is my answer to a Quora question: “If a foreigner has Permanent Residency or Singapore citizenship, can he or she participate in the politics of Singapore?”
When someone obtains citizenship, he is no longer a foreigner, and is accorded the rights of citizenship. There is no class system in Singapore’s citizenship. You are either a citizen, or you are not.
A permanent resident is not yet a citizen, but a foreigner granted
the right of residence, with the possible option of converting that residence
into citizenship. It is not a guarantee
that a citizen may be accorded the option of becoming a citizen. A permanent resident does not have the right
of involvement in Singapore’s politics.
