No, that is not normal behaviour. There are cameras everywhere in Singapore, body cameras, and cameras in the lockup. There are strict regulations under the Police Procedures, Practices & Order manual that preclude any such behaviour.
Singapore practices community policing, with an emphasis on de-escalation. It is a part of policing to gain the trust of the community. This helps keep order, and maintains the community as a stakeholder in keeping order. This, along with strict laws, ensures that Singapore has very low crime rates. This helps keep recidivism low, since there is a process of integration into the community.
