The following is my answer to a Quora question: “Which level of English knowledge should I possess to join a Toastmasters Club?”

I am assuming that you are asking for English clubs, on behalf of a non-native speaker.  As long as you have a basic understanding of English, and are willing to work at your language skills, the club gives you an opportunity to improve your language.  It is also important to find a supportive club.  Not all clubs are the same.  I have been a language evaluator, and have visited around 40 distinct clubs.  There are people in many of these clubs who did not speak English well when they joined.  There were Koreans, Japanese, Chinese, Taiwanese, Germans, French, Indians and even some Lithuanians.  By going up to speak in a supportive learning environment, they improved their command of the language, and their confidence.
