a US Navy ship stops over at Singapore, are the crew allowed shore leave?”
When a US Navy vessel has a stopover in Singapore, like that of any navy, Singapore allows them shore leave. Whether there is or is not depends on the nature and duration of the stopover, and the command of the vessel of fleet may or may not allow it. All those sailors are a source of income, and the majority of them are relatively well-behaved. The US Navy also deploys its own military police, who work with the Singapore Police Force, to patrol the areas frequented by these sailors on shore leave.
